A condition assessment in accordance with the Dutch standard NEN 2767 provides a clear and objective view of the maintenance condition of your buildings, installations, heat networks, and other assets. This systematic approach makes maintenance needs transparent and forms the basis for well-considered and cost-efficient asset management.
During a condition assessment, we evaluate each architectural and technical element and assign a condition score ranging from 1 (as-new condition) to 6 (very poor condition). This allows you to see at a glance where your assets stand today and where intervention is required.

Our certified inspectors determine this score based on three clearly defined parameters:
the severity of the defects
the intensity of the defects
the extent of the defects

Afterwards, we translate the results into a Multi-Year Maintenance Plan (MJOP). This long-term plan gives you control over maintenance, budgets, and priorities:
We convert the outcomes of the condition assessment into concrete maintenance actions and replacement moments.
We estimate the costs and spread them clearly over a multi-year period (for example 15 years).
We deliver an integrated MJOP with a clear overview of maintenance needs, priorities, and required budgets.

A Dutch standard – how did it find its way to Belgium?
More than 15 years ago, experts at Factor4 observed that maintenance contracts in practice often led to disputes. The root cause was clear: there was no unambiguous and objective definition of what exactly constituted a “good” or “poor” maintenance condition.
This had to improve. In 2010, Factor4 therefore examined the then relatively new and promising Dutch standard NEN 2767. This standard makes it possible to assess the technical condition of building components and installations in a uniform, objective, and reproducible way.
As early as 2011, Factor4 — the first in Belgium — supervised a condition assessment according to NEN 2767 for buildings of the federal government. With success. In the years that followed, NEN 2767 grew into the leading maintenance standard in Belgium and is now an integral part of professional asset and maintenance management.
A condition assessment by Factor4

Step 1 – Information gathering
We start by collecting all available data on your buildings and installations, such as plans, maintenance history, and previous inspections. This ensures an efficient and focused approach.
Step 2 – Site visits and inventory
Our inspectors visit all locations and systematically inventory each architectural and technical element. Thanks to a fixed methodology, nothing is left to chance.
Step 3 – Condition assessment according to NEN 2767
For each element, we determine the technical condition in line with NEN 2767. At the same time, we estimate maintenance costs based on an up-to-date database containing more than 1,500 standard element types. This provides an objective and transparent view of both condition and costs.
Step 4 – Clear reporting and analysis
All results are consolidated into a clear report with condition scores, photographs, and a concise analysis of risks and maintenance impact.
Step 5 – MJOP (Multi-Year Maintenance Plan)
